Iulian Fota

National Security Adviser to the President of Romania

Mr. Iulian Fota is the National Security Advisor to the President of Romania and the Head of National Security Department. He previously held the position of Parliamentary expert on defence and international relations issues at the PNŢCD Parliamentary Groupin the Chamber of Deputies, Parliament of Romania, between 1994 and 1996. Also, in 1997 – 1998he served as the Assistant to the State Secretary for Defence Policy at the Ministry of Defence, Romania, and between 1998 and 2001, as the Head of the Defence Section of the Mission of Romania to NATO and WEU, at the NATO HQ in Brussels, Belgium. Starting with 2002 Mr. Fota was a Senior Adviser in the Department for European Integration and Defence Policy within the Ministry of Defence, Romania, until 2005, when he was appointed as Director of the National Defence College of Romania, post he held until 2009, when he was designated to the position of Advisor on National Security to the President of Romania. Between 2007 and 2008, Mr. Fota was involved in the Balkan Task Force, a group of experts established by the EU`s Institute of Security Studies from Paris in order to evaluate the situation in the South-East Europe. He has also been a member of TEAM EUROPE Romania – a group of experts working with the Delegation of European Commission in Bucharest for informing the Romanian public opinion about EU.

The Educational background of Mr. Fota comprises a PhD in Political Sciences achieved at the National School of Political Studies and Public Administration in Bucharest, Romania, as well as the graduation of the NATO Defence College in Rome, Italy and of the National Defence College in Bucharest, Romania.

During his professional activity, Mr. Iulian Fota has has contributed to different books and collective projects published by the Institute for Defence Studies and Military History (Romania), NATO Defence College (Rome), Centre for European Security Studies (Netherlands), Geneva Centre for Democratic Control on Armed Forces (Geneva). Also, he has published many articles in leading Romanian newspapers and magazines, on issues like international relations, national and international security, and defence. Furthermore, he is a member in the editorial board of the publications “Romanian Military History Magazine” and „Journal of Transportation Security” edited by Springer Science+Business Media, Berlin, Germany.
