Vlad Dumitrache is an Associated Professor at the Regional Department of Defense Resources Management Studies, a NATO Center for Training and Education, part of the National Defense University, located in Brasov, Romania.

Mr Dumitrache has published over 50 papers on Defense, National Security and Economic Studies, while also publishing over 10 books and chapters in books under international publishing houses including Cambridge Scholars Publishing. His fields of interest are Defense Economics, Financial Management, and Public Expenditures. His field of expertise and teaching domains are related to Defence Management Systems, particularly Planning, Programming, Budgeting and System Evaluation, implemented in the DoD and developed in all NATO member countries.

He has organized and co-chaired the International Conference on Defense Resources Management, has been a key-note speaker at the International Conference on Business and Administration, Jakarta, Indonesia, and has presented a paper on Defense Expenditures in Eastern Europe, at the West Economic Association Conference, within the Defense Economics Panel organized by the Rand Corporation.

He has completed the Defense Resources Management Institute, DRM Course at the U.S. Navy Postgraduate School in Monterey, CA and a Defense Planning Course at the NATO School in Oberammergau.   Mr. Dumitrache holds a bachelors degree in Finance, and a Master Degree in Marketing from from the University of Transilvania, Brasov, Romania, and a PhD. from the Lucian Blaga University in Sibiu, Romania on the topic of Social Policies and the Welfare State in Romania.
