Dalia Grybauskaitė graduated from Leningrad State University in 1983 with a degree in Political Economy. In 1988, she obtained a PhD  from Moscow Academy of Social Sciences and completed a program for senior executives at Georgetown University in Washington in 1990.

In 1991, she was appointed Director of the European Department at the Ministry of International Economic Relations. In 1993, she served as Director of the Economic Relations Department at the Ministry of Foreign Affairs of Lithuania. From 1996-1999 she served as Plenipotentiary Minister in the Embassy of Lithuania in the USA.  Grybauskaite was appointed Deputy Minister of Finance in 1999 and served until 2000, when she was appointed Deputy Minister of Foreign Affairs. In 2001, Dalia Grybauskaite became Minister of Finance of Lithuania. With the accession of Lithuania to the EU in 2004, she was appointed European Commissioner for Education and Culture and later Commissioner for Financial Programming and the Budget.

Dalia Grybauskaitė served as the 8th President of the Republic of Lithuania for 10 years (July 12, 2009 - July 12, 2019). She was the first woman in the position, and the first to be re-elected for a second consecutive term.

In 2005, she was named Commissioner of the Year for her efforts to reform the EU budget.
