Thomas Silberhorn holds a degree in Law Studies from the University of Erlangen-Nuremberg.
Silberhorn joined Christian Social Union (CSU) in 1987. From 1998 to 2002, he was a member of the Federal Executive Board of the Young Union. In 2005, he started working as the Deputy Chairman of the CSU Upper Franconia District Association. Then, in 2009, he became Chairman of the CSU Bamberg-Land Regional Chapter.
Silberhorn was elected a Member of Bundestag in 2002. In 2005-2013, he was the CSU Spokesperson in the Bundestag for Foreign Affairs, Defense and European Union Affairs, Economic Cooperation and Development, Human Rights and Humanitarian Aid. In 2009-2013, he also served as CSU Spokesperson in the Committee on Legal Affairs of the Bundestag. From 2014, he was the Deputy Chairman of the CSU Parliamentary Group, addressing Internal Affairs and Consumer Rights and Protection, until he was nominated as Parliamentary State Secretary to the Federal Minister for Economic Cooperation and Development the same year.
Since 2018, he has been working as the Parliamentary State Secretary at the Federal Minister of Defence.
