Paweł Soloch, social advisor to the President of Poland. Born in 1962 in Szczecin. Graduate of the History Department of the University of Warsaw. Completed postgraduate studies: Institut De Hautes Etudes En Administration Publique in Lausanne (1990-1991), Ecole Nationale D’Administration, Strasbourg-Paris (1994-1995). In the years 2015-2022 Head of the National Security Bureau. Undersecretary of State, Head of National Civil Defense at the Ministry of the Interior and Administration (2005-2007), advisor to the Head of the National Security Bureau (2007-2010), deputy director of the Department of Public Security at the Ministry of the Interior and Administration, 1998-1999 advisor to the Prime Minister of Poland, then deputy director of the Department of Defense Affairs in the Chancellery of the Prime Minister, 1992 and 1996-1998 worked in the Ministry of Foreign Affairs (Security Policy Department), 1992-1994 at the Ministry of National Defence (Office of Defense Policy and Department of Strategic Studies). 2001-2003 vice-rector for Student Affairs and International Relations at the Melchior Wańkowicz College of Journalism in Warsaw, then deputy director in the Centre for European and Atlantic Studies at the University of Social Sciences and Humanities. In the years 2004-2005 advisor at the Warsaw City Hall. 2010-2015 expert, and later Chairman of the Board at the Sobieski Institute, 2013-2014 block coordinator and lecturer at the National School of Public Administration. 1999-2005 assistant at the Polish Academy of Sciences at the Institute of Political Studies. In 1989 worked in the National Electoral Office of the “Solidarity” Civic Committee, and from 1990 in the Foundation for the Development of Local Democracy. Co-created and coordinated works on the Crisis Management Act, co-created and coordinated the National Security Strategy on behalf of the President of the Republic of Poland. Author of articles and publications in the field of administration, national security and crisis management, lecturer at the National School of State Administration and Collegium Civitas.
