Warsaw Security Forum Unveils 2025 Annual Report: “Winning the War Before the War”
The Warsaw Security Forum has released its flagship 2025 publication: “Winning the War Before the War: A Blueprint for Europe”, under the theme #DividedWeFall.
The report sends a clear warning: the cost of inaction is too high. With Russia’s war of aggression grinding on and the U.S. recalibrating its global role, Europe faces a decisive moment. The report argues that the continent must urgently step up by supporting Ukraine, reinforcing defence capabilities, and building resilience to new and emerging threats.
Drawing on the expertise of leading voices from across the WSF community, the 2025 edition outlines how Western democracies can still “win the war before it begins” — achieving a geopolitical victory that is cheaper, more sustainable, and within reach if Europe acts decisively and together.
Organised around four critical pillars: Foreign Policy, Defence, Energy & Climate, and Democratic Security, the report provides decision-makers with practical roadmaps, clear milestones and actionable recommendations to strengthen Europe’s security architecture. Its central message is unambiguous:
