About the WSF 2025 Report
In 2025, under the theme #DividedWeFall, the Warsaw Security Forum Annual Report confronts a stark reality: the cost of inaction. As Russia’s war of aggression grinds on, the report examines the consequences Europe and the broader transatlantic alliance will face if they fail to provide Ukraine with the support it needs and to take the strategic steps required to strengthen their own defense and resilience in an increasingly unpredictable global environment.
With the United States gradually recalibrating its global role, Europe must be prepared to shoulder greater responsibility for its own security and stability. The Report argues that Western democracies still have the tools to win the war before the war—to secure a geopolitical victory that is cheaper, more attainable, and well within reach if only we act decisively and with the right mindset.
Endorsed by leading voices from the WSF community, the 2025 edition is structured around four core policy areas: Foreign Policy, Defence, Energy & Climate, Democratic Security.
Each chapter offers a practical roadmap for decision-makers, outlining strategic goals, identifying milestones, and anticipating the political and institutional obstacles ahead. By linking these domains under a single imperative—the need to act collectively and with clarity—the Report delivers both diagnosis and prescription.
Its message is clear: Europe cannot afford to hesitate. Unity is no longer just a value—it is a condition of survival.

The Report is drafted by the Casimir Pulaski Foundation team in close cooperation with high-level working groups. The Report is typically released one week prior to the Warsaw Security Forum, which takes place in late September. It is distributed on-site during the event and also made available on the official website.
