Dmytro Kuleba

Minister of Foreign Affairs, Ukraine

Dmytro Kuleba served as Ukraine’s Minister of Foreign Affairs from March 2020 to September 2024 and was one of the most effective and visible members of President Volodymyr Zelensky’s cabinet during the Russian invasion of Ukraine.

As the youngest foreign minister in Ukraine’s history, he led the country’s foreign service through its most challenging times. He played a pivotal role in forging alliances, securing arms, imposing sanctions, advancing Ukraine’s bids for EU and NATO membership, and strengthening ties with Africa, Asia, and Latin America. Renowned for his skill as a communicator, Kuleba excelled in articulating Ukraine’s position on the global stage. Under his leadership, the Foreign Ministry became a leader in wartime communications and was the first in the world to introduce an AI-driven spokesperson.

Today, Dmytro Kuleba lives in Ukraine and holds affiliations as a Senior Fellow at the Belfer Center for Science and International Affairs at Harvard University and an Associate Professor at the Institute of Political Studies, Sciences Po. He is also a Distinguished Fellow at the European Council on Foreign Relations (ECFR).
