Rear Adm (R) Mark Montgomery

Rear Admiral (Retired) Mark Montgomery is the Senior Director of the Center on Cyber and Technology Innovation (CCTI) and a Senior Fellow at the Foundation for Defense of Democracies.

At CCTI, he leads efforts to develop policies that secure national critical infrastructures in cyberspace. As a senior fellow he leads efforts to support beleaguered democracies such as Taiwan, Ukraine, South Korea and Israel. He also serves as the Executive Director of Cybersolarium.org, a non-profit organization which works to implement the recommendations of the Cyberspace Solarium Commission, where he was Executive Director from 2019 to 2021.

Previously, Mark was Policy Director of the Senate Armed Services Committee for Senator John S. McCain. Mark completed 32 years as a nuclear-trained surface warfare officer in the U.S. Navy, retiring as a Rear Admiral. His flag officer assignments included Director of Operations at U.S. Indo-Pacific Command; Commander of Carrier Strike Group 5 homeported in Japan; and Deputy Director, Plans, Policy and Strategy at U.S. European Command. Mark frequently testifies before Congress and regularly appears media outlets such as Fox, CNN, and the BBC. He regularly travels to Ukraine, Taiwan, and Israel to engage in strategic policy discussions, lead tabletop exercises, and support military planning and training. Mark holds graduate degrees from the University of Pennsylvania and Oxford University and completed the U.S. Navy’s nuclear power program.
