Born in 1973, Rear Admiral Vincent Sébastien joined the Ecole navale in 1994.
He began his career on the patrol vessel La Boudeuse as an operations officer, then second-in-command from 1997 to 1999 on Reunion island. He then served on board the frigate La Fayette from 1999 to 2001 as head of the Information and Communication Systems (ICS) department, and was deployed on several occasions to the Indian Ocean. In 2005, he took command of the Léopard training ship. On 1 August 2023, he was promoted to Rear Admiral and became Deputy Commander of the French Cyber Command.
Rear Admiral Vincent Sébastien is a Knight in the Order of the Legion of Honour and an Officer in the National Order of Merit, a Knight in the Order of Maritime Merit, decorated with the Combatant's Cross, the Overseas Medal with Middle East Clasp, the National Defence Medal Gold Echelon with Bronze Star, the Medal of Recognition of the Nation, the French Commemorative Medal for Afghanistan, the Medal of Military Protection of the Territory and holder of the EU Medal.
