About the WSF 2023 Report

The 2023 WSF Report, entitled “Central and Eastern Europe (CEE) as a New Center of Gravity: Recommendation on Strengthening Regional, European and Transatlantic Security” was presented during the 10th Anniversary edition of Warsaw Security Forum.

Times of crisis pose both immense challenges as well as unique opportunities. It is the hope of the authors and contributors of this report, that the transatlantic community makes the most of these times of trial, by first and foremost helping Ukraine to win the war with Russia and second by taking this opportunity to strengthen our own collective defence, as well as our democratic resilience. We trust this report will contribute to finding the right solutions for Central and Eastern Europe and the Transatlantic Alliance as a whole.

For over half a year, nearly 40 internationally recognized experts and policymakers in foreign policy, defence, energy and cybersecurity, supported by the Casimir Pulaski Foundation’s team, have been working on developing the report. The report consists of four thematic areas, including defence, democratic resilience, energy and climate, and cybersecurity. For each of these areas, the report proposes two advocacy causes, which serve as “calls for action” for decision-makers, reflecting the security needs of the CEE region and creating proposals for implementable policies on the Transatlantic, European and national levels.

Russia’s 2022 aggression shifted geopolitical focus to CEE. This report urges the transatlantic community to help Ukraine win the war and use this moment to reinforce collective defence and democratic resilience.

The WSF Report is both aspirational and recommendation-driven. In addition to outlining specific challenges and topics, it aims to propose practical solutions and a feasible roadmap for achieving them. Each edition presents advocacy causes — concrete calls to action directed at policymakers, legislators, and opinion leaders.

The topic of the Report changes each year but is always aligned with the umbrella message of the conference. Rather than offering a broad overview of global trends, the Report focuses on targeted, actionable policies that can realistically be implemented and contribute meaningfully to regional and international security.

The Report is drafted by the Casimir Pulaski Foundation team in close cooperation with high-level working groups. These groups consist of members of parliaments, think tank representatives, military experts, and policymakers. Their input helps shape the content, and many later serve as signatories of the final Report.

The Report is typically released one week prior to the Warsaw Security Forum, which takes place in late September. It is distributed on-site during the event and also made available on the official website.

The Warsaw Security Forum is not only a space for dialogue but also a platform that contributes new ideas and shapes the debate on international security. The Report forms part of the Casimir Pulaski Foundation’s broader advocacy efforts, and its key messages are carried forward throughout the year via meetings, delegations, and strategic outreach across the transatlantic community.
