He previously served as Majority Staff Director on the Senate Foreign Relations Committee following more than a decade of senior service on the committee, including as Senior Policy Advisor for Foreign Policy, Defense, and Homeland Security to Senator Bob Casey.
Before his work on Capitol Hill, he spent over a decade working on international democracy, human rights, and governance initiatives with the National Democratic Institute for International Affairs, Freedom House, and the Center for Democracy. His international field experience includes institutional capacity building and civil society training in Belgrade following the fall of Slobodan Milošević and ex-combatant reintegration strategies in Nepal.
His background also includes serving as National Field Director for the U.S. Global Leadership Campaign. He holds a Bachelor's degree from The Catholic University of America and a Master's degree in International Security Studies from Georgetown University.
