His political and executive career spans over two decades within Estonian public governance and parliament. A key leader within the Estonian Reform Party, he currently serves in the Riigikogu (Estonian Parliament) as a member of the Constitutional Committee, having previously served as Vice-President of the Riigikogu and Deputy Chairman of the Security Authorities Surveillance Select Committee. His extensive cabinet-level leadership includes service as Minister of Defence (2022–2026), Minister of the Interior (2014–2016), Minister of Justice (2012–2014), and Minister of Social Affairs (2009–2012). Beyond his political engagements, he is active in international sports governance, serving as President of the Estonian Volleyball Federation and as a former Vice-President of the European Volleyball Confederation (CEV).
He holds a Master’s-equivalent degree in Law from the University of Tartu and a law degree from the Tallinn School of Economics. His international honors include the Commander Grand Cross of the Swedish Royal Order of the Polar Star, the Order of Prince Yaroslav the Wise (2nd Class), and the Grand Cross of the Order for Merits to Lithuania.
