Canadian diplomat, international security strategist, and defense executive specializing in emerging and disruptive technologies, cyber defense, hybrid threats, energy security, and critical infrastructure protection.
His career at NATO spans nearly three decades of senior leadership, serving as Deputy Assistant Secretary General (DASG) for Innovation, Hybrid, and Cyber (and formerly for Emerging Security Challenges and Political Affairs and Security Policy). In this capacity, he directs policy development on technological transformation, cyber resilience, and hybrid defense, and served as Interim Managing Director of DIANA, NATO’s Defence Innovation Accelerator for the North Atlantic. His earlier institutional roles include serving as NATO Spokesperson (2004–2010) and Senior Planning Officer in the Policy Planning Section. Prior to joining NATO in 1998, he served in the Canadian Department of National Defence.
He holds a Bachelor's degree from the University of Toronto and a Master's degree in International Relations from the University of Amsterdam.
