Polish diplomat, European Union executive, and foreign policy advisor specializing in international crisis response, development policy, Common Security and Defence Policy (CSDP), and EU enlargement strategy.
His career spans over three decades of senior diplomatic and executive leadership within the European Union and the Polish Foreign Service. He serves as Director-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) at the European Commission. His previous positions in EU governance include acting Director-General and Deputy Director-General for Neighbourhood and Enlargement Negotiations (DG NEAR)—where he oversaw emergency assistance to Ukraine and candidate status evaluations for Ukraine, Moldova, and Georgia—Deputy Secretary-General of the European External Action Service (EEAS), and Head of Cabinet for European Parliament President Jerzy Buzek. A key figure in Poland’s EU integration, he served as Poland’s first Permanent Representative to the Political and Security Committee (PSC) and Director for EU Affairs in the Polish Ministry of Foreign Affairs.
He holds a Master’s degree in German Studies and International Relations from the University of Wrocław.
