Graduate of the Foreign Trade Faculty at the Warsaw School of Economics. Was a scholarship holder at the University of Duisburg. From 1994 to 1996, he worked for Polish Television, including as Director of Channel One. Between 1998 and 2000, he served as Director of the Press and Information Office at the Ministry of National Defence. From 2002, he also served as Deputy Chairman of the Supervisory Board of the Polish Press Agency.
He entered local government in 1998 as a councillor for the Warsaw-Centre municipality. From December 2000 to mid-2002, he served as Deputy Mayor of Warsaw. Between 2002 and 2006, he was a Member of the Management Board of Polish Radio, and until 2007, he served as Deputy Marshal of the Mazowieckie Voivodeship.
In November 2007, he was appointed Secretary of State at the Ministry of the Interior and Administration. In 2011, he became Minister of National Defence in Donald Tusk’s government. In September 2014, under Prime Minister Ewa Kopacz, he additionally assumed the position of Deputy Prime Minister.
He has served as a Member of the Polish Parliament since 2015. On 13 December 2023, he was appointed Minister – Member of the Council of Ministers and Coordinator of Special Services. In May 2024, he additionally took over as Minister of the Interior and Administration. Since July 2025, he has served as Minister – Member of the Council of Ministers and Coordinator of Special Services.
