Heino Klinck is a global strategist, business executive, retired U.S. Army Colonel, former diplomat, and defense policy expert. His experience includes 2+ decades abroad; leading strategy efforts in a Fortune 100 company; political-military roles in the Pentagon; analytical and operational responsibilities in the intelligence community; diplomatic postings in Europe and Asia; and providing strategic counsel through his consulting company, Klinck Global LLC. Heino was the Deputy Assistant Secretary of Defense for East Asia, 2019-21. He devised and implemented defense policy in 20+ countries, advised the Secretary of Defense, represented DoD to the NSC, and led sensitive negotiations with foreign partners. Colonel Klinck’s military career culminated as Director of Army International Affairs where he was the senior advisor on geo-political, foreign affairs, and international security cooperation issues to the Army’s leadership. He was one of the longest serving Military Attachés at the U.S. Embassy in Beijing and Consulate-General in Hong Kong. Heino is currently a Senior Advisor to the National Bureau of Asian Research; a Senior Associate with the Center for Strategic and International Studies; a Consultant with the Institute for Defense Analyses; an Adjunct International Defense Researcher at the RAND Corporation; and a member of the Reagan Institute Strategy Group.
