Colonel (ret.), diplomat, official of polish intelligence and security services such as the Office for State Protection (UOP), the Internal Security Agency (ABW) and the Foreign Intelligence Agency (AW). From 2015 to 2016 Col. Małecki worked as the Head (Director) of the Foreign Intelligence Agency (AW) in the service of the Republic of Poland. Prior to his appointment in 2015 for 22 years Mr. Małecki enjoyed an esteemed career in Polish intelligence and security services, performing high level duties. From 2005 to 2008 he held a position of the Secretary to the Committee for Intelligence and Security Services in the Prime Minister’s Office. He was also the First Chancellor at the Polish Embassy in Madrid (2009 - 2012). In 2016 Mr. Małecki chaired NATO Civilian Intelligence Committee. After his retirement in 2017 he became a Senior Fellow and the Director of the Economy and Energy Programme and Cibersecurity Programme in the Casimir Pulaski Foundation (until 2019). In 2018 – 2020 he was the CEO of The Institute of Security and Strategy Foundation and in 2020 – 2022 the member of research group SAS – 163 “Energy Security in the Era of Hybrid Warfare” at NATO Science&Technology Organization. Since 2019, he has been regularly cooperating as an external subject matter expert with DCAF (Geneva Center for Security Sector Governance), e.g. in projects related to the reform of the national security system in Ukraine. In 2021, he published an interview-river entitled "In the shade. Behind the scenes of the Third Polish Republic's intelligence ", in which, in an interview with Łukasz Maziewski, he presents changes in the Polish special services over the last thirty years. From October 2021 he has been acting as Chief Adviser to The Parliamentary Team for reform of Intelligence and Security Services in the Lower House of the Parliament (Sejm) of the Republic of Poland. In 1991, Mr. Małecki graduated from the Institute of History at the Wrocław University. Mr. Małecki is the academic lecturer, author of numerous publications, participant of many domestic and foreign conferences devoted to issues of intelligence, national security, cyber security, intelligence systems management, energy security, international relations, control and audit.
