Märt Ots

Märt Ots is an energy expert, serving as the Director of Estonian Accident Investigation Bureau at the moment.
Märt Ots started his carrier by 1991 after graduating the master’s degree in Mechanical Engineering from the Tallinn Technical University. From 1991 to 1998 Mr. Ots was working on international projects related to rehabilitation of energy systems in Estonia. Those projects involved loan packages from WB, EBRD, EIB for rehabilitation of DH systems, conversion on heat generation units to biofuel, energy conservation in buildings and heating systems, etc. From 1998 to 2000 Mr. Ots was engaged in EU financed project “Energy Planning for Local Communities in Estonia”. He worked as Estonian project manager being employed by the British company AEA Technology. The objective of the project was preparation of energy plans for local municipalities for DH, electricity and gas supply, as preparation for investment project bankable for international monetary institutions like WB; EBRD, EIB, etc. From 2000 Mr. Ots started his carrier as Director General of Estonian Energy Market Inspectorate, the energy regulatory authority. The main object was to start the cost-based calculation of energy tariffs in electricity, DH and gas sector. Also, to introduce the basic principle of energy regulation like tariff regulation, separation of accounts, issuing licenses and other regulatory activities. From 2008 until July 2022 Mr. Ots was acting as Director General of Estonian Competition Authority, the combined institution of competition and energy sector regulator. By 2011 the regulation of water utilities was included to the tasks as the authority as well. The main tasks at the Competition Authority have been the liberalization of electricity and gas markets in line with relevant EU legislation, ownership unbundling of electricity and gas TSO-s, further development of tariff regulation, organizing of energy markets. From 2022 to 2023 Märt Ots serves as adviser to the Estonian Minister of Entrepreneurship and IT for energy issues. The special task was to tackle with high energy prices. Märt Ots has been involved in number of international activities. From 2014 to 2020 he was elected as Vice Chairman and Chairman of ERRA (Energy Regulators Regional Association). He was also member of board of CEER (Council of European Energy Regulators) and ACER (EU Energy Regulator). As the Director of Competition Authority, he actively participated in activities of ECA (European Competition Authorities) and ICN (International Competition Network). He also participated in various trainings and international missions organized by ERRA, TAIEX, USAID; EBRD and other international organizations. By 2016 Märt Ots concluded his Doctoral Thesis by the Tallinn Technical University in Power Engineering. The topic of research was related to present activities of price regulation of energy utilities.
